XXV INCOSAI: Figures and Facts

The main event for the whole international audit community, the XXV INTOSAI Congress (INCOSAI), took place on October 27-31, 2025 in Sharm El-Sheikh, the Arab Republic of Egypt.

SAI Egypt assumed the Presidency of INTOSAI for 2025–2028.
Attendance: over 500 representatives from 154 SAIs and international organizations.
Key themes:
- The Role of SAIs in Auditing Central Banks and Government Activities during Financial and Economic Crises (led by SAI USA);
- The Use of Artificial Intelligence Techniques in Auditing (led by SAI Egypt).
14 side events took place on the sidelines, including a session of the Council of Heads of Supreme Audit Institutions of the CIS Member States chaired by SAI Russia.
Key events:
- The 79th meeting of the INTOSAI Governing Board;
- A meeting of the INTOSAI Knowledge Sharing Committee;
- INTOSAI Award Ceremonies.
Results:
- The INTOSAI Presidency officially passed from SAI Brazil to SAI Egypt,
- SAI Indonesia approved as the host of INCOSAI XXIV in 2028.
- SAI Saudi Arabia approved as the host of INCOSAI XXVII in 2031;
- Adoption of the INTOSAI Sharm El-Sheikh Declaration that defines the strategic priorities of the international audit community for 2025–2028.
- U-INTOSAI University (led by SAI Russia) was listed as a key INTOSAI education resource.
