XXV INCOSAI: Priority areas of SAI Egypt’s INTOSAI Chairmanship

In his address, the Head of SAI Egypt, Counselor Mohamed El-Faissal Youssef said that Egypt’s Presidency of the INTOSAI falls onto the period of global transformation of public finance governance systems and rapid development of the accountability and transparency concepts.
He believes that the situation, as it develops, demands that we establish an integrated approach to auditing. This approach should be analysis-based and focused on tangible results, as well as promote more efficient management of public resources.
Priority areas of SAI Egypt’s INTOSAI Presidency are:
- achieving INTOSAI’s strategic goals,
- developing and implementing project efficiency assessment tools;
- fostering SAIs’ professional development and enhancing capacity through education programs, knowledge sharing and analytical tools development;
- improving INTOSAI’s internal governance, process transparency, accountability and performance;
- integrating digital technologies into SAIs’ operations, including the use of artificial intelligence for quality improvement at all audit stages;
- deepening the international cooperation and regional integration;
- strengthening INTOSAI’s role as a global industry community;
- promoting future-focused themes: climate change, digital governance, cyber security and sustainable development.
SAI Egypt’s key initiatives for 2025–2028 include:
The MAAT project (Maat for Artificial Intelligence) focused on developing, implementing and distributing advanced AI-powered auditing practices. It also aims to expand the professional cooperation of SAIs and intensify experience sharing. The project includes three components: creating a set of AI-based apps, launching an interactive AI assistant and systematizing the knowledge that has been accumulated using a universal education platform. On top of that, SAI Egypt and SAI Russia discussed issues related to the possible use of U-INTOSAI to develop the MAAT project.
