OECD E-Leaders Handbook on the Governance of Digital Government

The new OECD E-Leaders Handbook on the Governance of Digital Government provides recommendations for managing digital transformation and increasing digital maturity of the public sector, based on the experience of member and partner countries.
The Guide identifies three determinant aspects that need to be considered when devising public governance frameworks for digital government:
- Contextual Factors. It is necessary to determine the principles and mechanisms of project management in accordance with the political, socio-economic, technological and geographical characteristics of the country.
- Institutional Models. Openness, transparency, coherence and coordination of organizational and management processes are critical for sustainable and effective digitalization of the public sector.
- Policy Levers.Hard or soft instruments that policymakers use to support the rational and coherent implementation of a digital transformation strategy, including strategic planning, financial governance, regulation and standardization.
